项目摘要

前年度までに抽出した国内事例調査の詳細調査を引き続き実施した。青森県八戸市、大阪市御堂筋地区、水都大阪地区、神戸市三宮都心での景観マネジメントの詳細調査を実施した。詳細調査では、現地における景観を構成する要素の把握を行うとともに、都市空間を利用する人々のアクティビティ調査を行い、こうした変化に伴う景観マネジメントの実態を調査した。加えて、神戸市（三宮都心地区）、福岡市（天神地区）、豊田市（あそべるとよたプロジェクト）、枚方市（枚方市駅周辺地区）、池田市（阪急池田駅周辺）などいくつかの都市の事例調査、ヒアリング調査を行った。デザインガイドラインの策定や運用、公共空間の利活用に関するルールと運用の体制、行政の景観計画などの計画・基準と、地元エリアマネジメント団体等のルール等との関係性などに着目し、その運用を把握した。2021年度も新型コロナウイルスの影響により、海外調査が十分実施できなかったため、2021年度は国内事例の詳細調査を中心に実施し、海外事例についてはオンライン等でのインタビューなどにとどめた。海外調査については、2022年度に繰越した予算で、北米（シアトル）および欧州（ドイツ、ハンブルグ）、アジア（韓国、釜山・大邱）の景観マネジメント実践事例のヒアリング調査、現地調査を行った。シアトルでは、デザインレビューにおける地元エリアマネジメント団体の参画事例の調査を行い、ハンブルグでは、BID法に基づくエリアマネジメント団体による景観コントロールの取り組み事例を調査し、釜山・大邱では道路空間再編に伴う官民連携による景観マネジメント事例を調査した。
