第一に、諮問機関を含む行政組織の制度設計に関する理論研究を行なった。審議会は政治からの独立性が比較的高いと考えられているが、政治家が行政に対する介入のインセンティブを持つことを踏まえると、なぜあえて独立性の高い行政組織を設計するのかという問いは、解き明かすべきパズルといえる。本研究は、政権党・野党・官僚制が相互に影響を及ぼし合いながら行政組織の設計を行う様子をゲーム理論を用いてモデル化し仮説を導いた。分析の結果、独立性が与えられるのは(1)政権党と官僚制の政策的対立が小さい、(2)所管する政策領域の不確実性が高い、(3)政権党と野党の政策的対立が大きい、(4)政権交代が生じる可能性が高い場合であるという仮説が導かれた。第二に、行政組織の独立性を測定する研究を行なった。審議会は比較的独立性の高い行政組織だと考えられるが、それは他の行政組織と比較してどの程度であるのか、審議会のどのような特徴が独立性に寄与しているのかを明らかにする必要がある。本研究では、中央省庁再編以降の日本に存在する様々なタイプの行政組織のデータを収集し、それらの制度的特徴を表す変数を用いて因子分析を行うことによって、その制度的特徴の背後にある潜在的な独立性の程度を推定した。分析の結果、独立性の高い行政組織のタイプは順に、行政委員会、審議会等、庁、重要政策会議、府省、内閣補助部局となっており、先行研究の理解に沿った値であった。ただし、制度的特徴の寄与度をみると、従来重視されてきた合議制か否かという基準は統計的に有意に寄与しているとはいえず、新たな知見も得られた。第三に、行政組織の独立性を説明する実証研究を行なった。第一の研究で検証すべき仮説を導き、第二の研究で結果変数である独立性の測定を行ってきたが、第三の研究ではそれらを総合し、計量分析を用いて仮説を検証した。分析の結果、四つの仮説はいずれも支持された。

The first part is the theoretical research on the design of administrative organization system.
