2021度前半は、2020年度にモスクワで行った史料調査で得られた史料を用いながら、帝政ロシアがカスピ海イラン岸に有した漁業利権をめぐるソ連・イラン間の問題を、その利権のソ連にとっての安全保障上の意味を強調しつつ研究した。その研究成果を国際学会（ICCEES第10回世界大会）で発表した。下記のモスクワでの追加的な史料調査を行う直前に、未公刊史料探索に従事するための予備作業の成果を『ロシア史研究会』において発表した。そこでは、1921年のソヴェトロシア・イラン友好条約の調印後に残した運用上の問題として、領事裁判権、国境画定、移民管理、水資源問題の例を挙げ、その時点で利用可能だった範囲でのロシア語・ペルシア語史料に基づいて1920年代の経過を跡づけた。2021年10月末から2022年1月下旬までモスクワに滞在し、主にロシア連邦外交文書館とロシア連邦経済文書館で史料調査を実施した。とりわけ前者では、今まで研究者に利用されてこなかった一級品とも言える外交関係史料が厖大に存在することを突き止めた。ただ、他の文書館と異なり写真撮影は厳しく禁じられているため、短期間の調査で得られたのは1918年～1926年の史料のみであり、更なる調査の必要性を痛感した。結果的に、今回の史料調査では当初の予想以上に多くの重要史料を入手することができ、当該調査は今後の自身の研究者人生にとって極めて大きな意味を有するものとなったと確信している。帰国後、当該史料調査で得た史料とペルシア語史料を利用し、1921年友好条約によりソヴェト政権がイランにおけるカピチュレーションを撤廃した後に両国間で発生した国際私法上の諸問題や、ソ連外交官のイランの法的環境に対する態度に注目して論文を執筆し、それを『ロシア史研究』に提出した。

From the end of October 2021 to the end of January 2022, the investigation of historical materials of the Ministry of Foreign Affairs and the Ministry of Foreign Affairs of the People's Republic of China was carried out. The former is used by researchers as a first-class source of diplomatic relations. It is necessary to investigate the historical materials from 1918 to 1926 in a short time. As a result, the investigation of historical materials in the present period has begun with many important historical materials as expected at the beginning, and when the investigation is carried out in the future, it will have great significance for the life of the researcher. After the investigation of the historical materials, the historical materials and the historical materials were used. After the friendly treaty of 1921 was withdrawn, the problems of international private law arose and the attitude of the judges in the legal environment was paid attention to.
