本研究の目的は、明治19年宮崎県に発足した日州教育会の事業を分析し、教育会が宮崎県教育行政とどのような関係を持ち、県内教育事業の振興に影響を与えたかを明らかにすることである。師範学校教員が中心となり発足した日州教育会は、県内教育の指導的役割を果たした。師範学校予備科教育・女子教育・郷土教科書編纂・附属図書館(現宮崎県図書館)設立、さらには勧業物品陳列会や造林経営など多岐にわたる教育会の事業は、地域の教育に大きな影響を与えた。本研究では、日州教育会の設立から、宮崎県教育会と名称を変更する大正6年までを主な研究対象とした。宮崎県文書センター所蔵の教育会に関する行政文書や県内小学校の学校日誌を調査・整理し、さらに日州教育会機関誌『日州教育会雑誌』を収集し、教育会の事業を分析した。発足当初、日州教育会は県内に支部を設けず、地方委員を派遣して各郡教育会と緩やかな人的結合を図った。『日州教育会雑誌』が県内に広く分布する会員への有効な教育情報伝達回路として機能し、雑誌の配布拡張と更なる内容の充実を求めて県から補助金交付を受けたことがわかった。史料調査の中で明らかになったこととして、明治31年に設置された宮崎県教育会議との関係が挙げられる。宮崎県教育会議は知事の諮問機関として、県教育行政全般に影響を与えた。高等女学校や農学校の設置、そして日州教育会への補助金交付の可否が県教育会議で審議された。宮崎県教育会議について触れた論考は管見の限り存在しない。日州教育会との関係を明らかにすることは、地方教育会の研究で興味ある事例研究となるであろう。また、文書センター所蔵の教育会議議事録や、『日州教育会雑誌』に掲載された総集会議事録の分析から、県教育行政の単なる下請け機関ではなく、県の政策を俎上に載せ、活発な議論を展開し、教育会として県内教員(特に小学校教員)の要求を調整する機関として重要な存在であったことを明らかにできた。

The purpose of this study is to analyze the relationship between Miyazaki and Japan's education administration and the impact of Japan's education revitalization in the 19th year of Meiji. Teachers in normal schools are encouraged to participate in the activities of the Japanese Education Council and the National Education Council. Normal school preparatory education, girls education, local textbook compilation, affiliated library (now Miyazaki Library) established, today's industrial goods exhibition, afforestation management, diversity of education, the cause of education, regional education, and great influence. This study was conducted in the sixth year of Taisho, Japan. Miyazaki Education Association, administrative documents and school journals of primary schools were investigated and organized. Today, the Journal of Japan Education Association collected and analyzed the cause of the Education Association. At the beginning, the Japanese Education Council set up internal branches, local committee members sent to each county education council, and people joined together. "Japan Education Association" has a wide range of members, including educational information, information and content. The historical data survey was conducted in the Ming Dynasty and the Miyazaki Educational Conference was held in Meiji 31. The Miyazaki Education Conference is an advisory body for the governor and an overall influence on the education administration. The establishment of women's colleges and agricultural schools and the possibility of granting grants from the Japanese State Education Council were reviewed at the Education Conference. The Miyazaki Education Conference was held in Tokyo. The relationship between the Japanese Education Association and the local education association is interesting. The proceedings of the educational meetings held by the JISHU Educational Association, the analysis of the proceedings of the general assembly, the discussion of the policies of the educational administrative departments, the development of activities, the adjustment of the requirements of teachers (special primary school teachers) in the educational associations, and the important existence of the organs are disclosed in the Annals of the JISHU Educational Association.
