【目的】 産業保健活動に対する費用便益分析を行ない企業の生産活動に対する寄与度を検討する。【対象および方法】 昨年度研究実績概要の8項目のステップ中、本年度は費用の実地調査のデータを受けて費用分析を中心に、効果指標の便益への換算式検討、データ代入・解析、産業保健活動の"効果系"の調査、費用効果分析、費用便益分析を中心に施行した。大手製造業14社を対象に、研究者らの報告した定義に基づき産業保健活動に関する費用を調査した。回答は産業保健を管轄する実務担当者が前年度の年次決算報告から単年度分を算出。産業保健費用は、労務費・一般管理費・材料費・作業環境対策費・健康保健組合事業費・各種対策費・各種登録料・施設設備費・その他関連費用(公害対策,地域対策,福利厚生,各種保険料)の9分類で調査し全体に占める割合を比較、従業員1人あたり産業保健費用と産保体制指標との相関を検討した。【結果および考察】 年間産業保健費用総額は14社平均で約2億1000万(2436万〜12億8000万)円とばらついた。9分類のうち、その他関連費用(公害対策,地域対策,福利厚生,各種保険料)は回答企業ごと解釈や状況に不確定要素が多かったため今回の解析では総額から除外したが今後の検討課題である。全社平均で費目の占有率を比較すると、労務費、材料費、施設設備費の順に高かった。各社ごとの経営事情と占有率を検討する場合、施設設備費は調査年度に増設や改築が行なわれた場合とランニングコストで済んでいる場合との整合性が論議される。従業員1人あたりの費用と従業員平均年齢、産業保健スタッフ数、有害業務の有無、産保活動労務時間割合との相関は認められず、費用総額と総従業員数との相関も認められなかった。本調査報告は最終的に費用便益および費用効果分析に発展させるための前段階のものであり、効果や便益指標に関しての調査結果と併せて実証的な経済分析を試みたい。
