本研究では、建物の老朽化や居住者の少子高齢化が進んでいるニュータウンの再生に向けて、シナリオ・アプローチによる居住者参加型のニュータウン再生システムを開発することを目的とする。今年度は、シナリオ・アプローチの手法としての有効性と課題を検討するために、明石舞子団地に位置している集合住宅を対象に団地再生の方向性の検討において、以下の3つのステップで構成されるシナリオ・アプローチを適用した。第Iステップは、まちのシナリオの作成である。居住者参加のワークショップを開催し、まず、これから10年間に起こり得る団地をめぐる社会・地域環境の変化について話し合い、まちの未来に影響を及ぼす変化要素と重要変化要素を決定した。次に、重要変化要素を軸として他の要素の変化動向を決め、まちのシナリオを複数作成した。第IIステップは、個人のシナリオの作成である。入居から現在までの生活に関するアンケート調査を実施した後、居住者参加のワークショップを開催した。ワークショップでは、アンケート票を確認しながら、現在までの生活の変化とこれからの生活の変化について語るライフ・ストーリー・インタビューを実施し、その結果から個人のシナリオを作成した。第IIIステップは、住環境の検証と団地再生の方向性の検討である。個人のシナリオに団地の住環境が十分対応できるかを評価するアンケート調査を実施した後、居住者参加のワークショップを開催した。ワークショップでは、まずアンケート票を確認しながら、団地の住環境が個人のシナリオに十分対応できるかを検証し、その後、団地の住環現がまちのシナリオに十分対応できるかを検証するため、まちのシナリオが実現した場合に、団地の良い点と悪い点として挙げられる項目について議論を行い、団地の良い点をどう維持・活用するか、団地の悪い点をどう改善するかという団地再生の方向性について話し合った。
