项目摘要

本研究は、文化財のバリアフリーが試行錯誤的に行われている京都市の寺社仏閣を対象として、建築士・寺社仏閣管理・運営者、障害を持つ方々の当事者参加・点検・評価をふまえて、障害を持った当事者による以上2点の調査をおこなった。(1)ケース・スタディーの対象となるバリアフリー化された寺社仏閣を選出し、現地でのバリアフリー整備された箇所・経緯について、当事者(車イス利用者)と同行し、ヒアリングなど訪問調査を行ない、具体的なバリアフリー整備の状況や当事者からみた整備の問題点を明らかにした。(1)事前および現地でのバリアフリー情報の獲得が依然として困難、(2)当事者は歴史的意味のある寺社仏閣の完璧なバリアフリーを望んでいない。歴史的景観や意味を尊重したバリアフリーの融合を希望している。(3)部分的なバリアフリーや実際には使えない施設(トイレなど)もいくつか指摘され、実際に点検をし、その結果を寺社仏閣にフィードバックする必要、(4)寺社仏閣側の教育の問題(受け付け対応)が不十分な所があり、実際の当事者の利用に十分に対応できていない。(5)寺社仏閣のバリアフリー化には、寺社仏閣のバリアフリー化のみならず、「車イス利用者用トイレの問題」、「車イス利用者が利用できる食事場所がない」、「車イス利用者が宿泊できる施設が(京都に)少ない」、「交通アクセス面の問題」が課題(2)寺社仏閣管理者バリアフリー整備アンケートの実施京都府内の観光寺社仏閣310箇所に対して、郵送アンケート調査を行い、121通のアンケートの回答を得た。アンケート調査の概要については、全寺社仏閣に結果を郵送にて報告した。
