A PUBLIC CHOICE APPROACH FOR THE POLICY CHOICE AGAINST GREEHOUSE WARNMING

《气候变化框架协定》于1994年3月生效。在该协议中，工业化国家承诺在公元2000年之前单方面减少温室气体的排放。考虑到日本的单边削减和即将与发展中国家达成的全球协议，本研究指出了日本全球环境政策的几个条件;措施应具有超长期的前瞻性，随着科学认识的变化而变化的灵活性，鼓励发展中国家加入削减-本文提出了一个民主国家环境税税率选择的公共选择模型，并利用19个OECD国家的数据进行了OLS分析，最后对绿色税收改革提出了几点建议。

The Framework Agreement on the Climate Change came into effect on March 1994. In the agreement, the industrialized countries pledged the unilateral cutting-down of the greenhouse gas emission before A.D.2000. Taking account of the unilateral cutting-down and the forthcoming global agreement with developing countries, this research points out several conditions for the global environment policy of Japan ; the measure should have the ultra-long-term perspective, the flexibility with the change of scientific knowledge, the incentive for the developing countries to join in the cutting-down group.A public choice model on the tax rate choice of environment tax in democracies is provided and tested by an OLS analysis with the data of nineteen OECD countries.Finally, several proposals for the green tax reform are examined.
