本研究は、イギリスの公立学校理事会制度の検討を手がかりとして、さまざまな階層による学校経営参加の制度化の可能性と課題を明らかにしようとした。イギリスの学校理事会は、地方当局指名理事、父母代表理事、教員代表理事およびこれら三者により共同選出された地域代表理事が構成員として加わっている。様々な階層からの代表による学校運営における課題の一つが理事としての学校経営能力の育成である。そこで学校理事会を十分に機能させるためには理事のための研修制度が不可欠の要素となる。イギリス(イングランドとウェールズ)の地方教育当局のうち過去において行った調査で回答のあった50当局を対象に次のような内容のアンケート調査を行った。1994年2月末時点でこのうち27当局から回答があった。1992年9月に多くの理事会は理事の改選を行っており、そのことを踏まえて、(1)改選後に理事研修プログラムに関する方針に変更があったか。(2)理事研修プログラムに対する現職理事からのニーズの把握をどのように行っているか。(3)父母代表理事及び地域代表理事にはどのような職種の人々が選ばれているか。(4)学校運営を行うに当たり、どのような能力が理事には求められているか。(5)教員と父母との間に教育方法や規律などの面で意見の不一致が見られた場合の調停機関はどのようなものがあるか。(6)改選されてどの程度の理事が再選されたか。(7)理事は会議出席のためにどのような休暇措置を勤務先から与えられているか。調査の結果、ほぼどの当局でも研修の基本方針に変更はないこと、理事からのニーズについて研修経験者から感想などを得て参考にしていること、理事の職種についてのデータは保有していないこと、調停機関の設置については第三者機関の設置が進められていること、休暇措置は大企業で若干見られることなどが明らかとなった。
