The Development of the Connection between the Regional Community and School by the System of School Council

本案例研究的目的是建立一个学校理事会制度。我们从两个角度来研究它；1校董会选举，2如何充分利用校董会。首先，我们向水户市的公立学校发放问卷，通过调查获得信息。校董会的真实水平由问卷调查的结果所证明，表明赞同目前学校条件的人当选校董会的结果由于选举的方式而危险。其次，研究了茨城市小学客座教师如何处理校务委员会的制度。因此，校董会的活动使向校长提出的有关学生实际情况的意见得以实现。我们还明确表示，学校理事会将参与帮助学生积极参与当地社区活动。此外，我们了解到，通过使用外部或当地的材料，课堂作业变得活跃起来。综上所述，小学让校董会参与教育活动的尝试是从区域合作的角度出发的有效措施。

The purpose of this case study is to establish a system of School Council. We studied it from two points of view ; 1 a school council election, 2 how to make the best of School Council.Firstly, we sent questionnaires to public schools in Mito city and obtained information through the survey.The true level of the School Council demonstrated by the results of questionnairs indicating that the people who agree with the present school conditions are elected School Council and the result of the danger owing to the way of the election.Secondly, we studied the system how to deal with School Council as a guest teacher in elementary schools in Ibaraki. As a result, School Council's activities make it possible to realize opinions offered to principals concering the actual conditions of students. We also made it clear that School Council participate in helping students to be active in a local community.Furthermore we understood that classwork became active by making use of outsiders or local materials.In conclusion, the attempt of elementary schools to let School Council participate in an educational activitry are effective measures from the perspective of regional cooperation.
