上記課題を遂行するために(1)栃木県河内郡本郷村(現上三川町)、佐賀県東与賀村(現東与賀町)、山形県中平田村(現酒田市)、岩手県庁文書学事課所蔵行財政文書、山口県立図書館所蔵行財政文書の閲覧、複写を行い、分析を加えることにした。資料の閲覧、収集、複写に関してはほぼ初期の目的を達した。とくに貴重と思われる資料は岩手県庁文書学事課所蔵の「県参事会記録」および山口県立図書館所蔵「訴願、訴訟、異議申立綴」全13冊である。山口県の「訴願、訴訟、異議申立綴」は明治後期から昭和戦前期にあたるもので、行政当局の徴税令書に対して異議申立(行政救済)を行ったものであり、戸数割賦課の性格を明らかにしていく上で貴重である。早急に分析を行っていく予定である。なお、岩手県の戸数割賦課問題については、「戸数割賦課異議申立に関する-考察-岩手県の事例-」のテ-マで、宇都宮大学農学部学術報告第14-2号に掲載されることになっている。集取した山口県の「訴願、訴訟、異議申立綴」に関しては早急に分析を行い、次号の宇都宮大学農学部学術報告に投稿する予定である。佐賀県東与賀村(現東与賀町)には明治後期から昭和20年まで、又、栃木県上三川町には明治後期から昭和15年までの村会事録ならびに予算、決算書が所蔵されており、その閲覧と一部コピ-を行った。戦前期の自小作進地帯(東与賀町)と在村耕作地帯(上三川町)の比較分析を行う予定である。寄生地主地帯の中平田村(現酒田市)では予算、決算書については不十分ながら、村独自で発行している「村報」が保存されており、その中で財政項目掲載されており、その面から当村の財政分析を行っていく予定である。予算示達が大変遅かったため、資料の収集、複写を行うのに精一杯であり、日程的に分析までには至っていないのが現状である。早急に分析を行っていきたい。
