オ-ストラリアの多文化教育については、これまで、連邦政府の多文化主義政策とニュ-サウスウェ-ルズ(NSW)州政府の多文化教育政策を研究対象として、次のことが明らかになった。〈連邦政府の多文化主義政策〉(1)1970年代前半は,移民の出身国数が急激に増加した結果,多民族共生が国家的な課題となった。連邦政府は,70年終りには白豪主義を廃棄して、多文化主義を国策として打ち出した。(2)1989年には,「多文化オ-ストラリアの国家目標」という総合的な多文化主義政策を発表した。連邦政府のこの多文化主義政策は,文化的アイデンティティ,社会正義,経済的効率を基本方針にしている。(3)教育は州政府の行政管轄下にあるが、1989年タスマニア州で開催された第60回連邦および州政府教育大臣会議は、「学校教育に関するホバ-ト宣言」という歴史的にも貴重な国家レベルの教育方針を発表した。〈NSW州の初等中等教育段階における多文化教育〉〔1〕1979年には(1)民族学習、(2)第二言語としての英語学習、(3)言語教育における文化学習という総合的な多文化教育が出発した。〔2〕移民教育は,当初,非英語圏出身児童生徒を対象とした英語教育や民族学習であったが、後にカリキュラム全体に多文化的見解を導入するものへ発展した。すなわち、局所的・テクニカルな移民教育から、すべての児童生徒に異文化間教育を教え,オ-ストラリア全体を多文化社会へと質的に転換させるような全体的な対応へと変化してきた。〔3〕多文化教育と異文化間教育の関係は,多文化教育の総論であり,その主要な柱となる各論が異文化間教育である。オ-ストラリアでは,多文化教育という教育哲学が,異文化間教育として具体化され,実践化されている。
