Joint Studies on the New International Orders in East Asia

1995年8月，首席投资人石井明前往北京，与在中国国际研究中心工作的中国同行中国就如何安排北京东亚国际新秩序研讨会进行了磋商。9月份，所有日本投资者都到北京参加了研讨会。中国国际问题研究中心外的几位中国专家也参加了这次研修班，大家通过讨论认识到，东亚国家以其快速的经济增长举世瞩目，亚太地区经济前景良好。亚太地区在世界经济发展中发挥着越来越重要的作用，但双方在国际政治经济新秩序的特点上出现了明显分歧。中方坚持在和平共处五项原则的基础上建立国际政治经济新秩序，不干涉内政原则是五项原则中最重要的。他们认为，维护民族独立和国家主权至关重要，而日方则坚持国际社会正在发展相互依存，在这种情况下不干涉原则已经不合时宜。当人权受到侵犯或少数群体的政治权利受到攻击时，国际社会应采取措施保护少数群体的人权和政治权利。我们称这种观念为“普世价值”理论。经过激烈的讨论，双方决定继续讨论，寻求相互理解。

In August 1995 Akira Ishii, head investgator went to Beijing, China and consulted with Chinese counterparts who were working at China Center for International Studies how to arrange Beijing workshop on the New International Orders in East Asia. And in September all the Japanese investgators went to Beijing to join in workshop. Several Chinese specialists outside China Center for International Studies also joined in this workshop.Through the discussion we acknowledged that East Asian countries attracted worldwide attention with their rapid economic growth and the Asia-Pacific economy is promising well. Asia-Pacific is playing an increasingly important role in the development of the world economy.But there appeared clear differences between two sides on the characteristics of the new international political and economical orders. Chinese side insisted that new international political and economical orders should be built on the basis of five principles for peaceful coexistence and the principle of noninterference in interal affairs is most important among five principles. They regard that it is vital for nations to maintain national independence and state sovereignty.On the contraly, Japanese side insisted that interdependency is developing in international society and in these circumstance the principle of noninterference is already out of date. When human rights are violated or political rights of minolity group are attacked, international society should take steps to protect human rights and political rights of minolity group. We call this idea theory of "universal values". After heated discussion both sides decided to continue discussion seeking for mutual understanding.
