本年度は、昨年度に引き続き全国的な傾向がつかめる網羅性の高い2つのデータベース「教育実践研究報告データベース」(1990〜97年度9,214論文)「学校における教育実践研究主題データベース」(1991〜97年度65,929研究主題)から学校週5日制に関する実践研究論文(106論文)および実践校の研究主題(1014主題)を解析し、学校週5日制が当面している教育課題について考察を行った。本年度の研究としては、1.データベースを拡充すると同時に、昨年度の実践情報を新たに追加して、つぎの点に力点を置いて綿密な解析をし、実態を明らかにした。(1)教科内容の精選・厳選(2)学家地連携(3)学校行事(4)校内指導体制(5)家庭の教育力(6)横断的・総合的学習(6)時間割編成(7)基礎学力(8)ティームティーチング(9)教育・情報機器(パソコン、ワープロ、インターネット等)2.本年度は、上記の実践情報の分析を行うとともに、比較対象データとして、文部省、県指定を受けていない学校について、つぎの3地域(岩手県、東京都、三重県)小・中学校各5校、計30校に対して、学校(30校)、教師(760名)、児童生徒(3,650名)、保護者(3,650名)に行った調査結果の解析を行った。調査内容は、学校完全週5日制への移行が見込まれている現在、月2回実施されている現状に関して、学校については、学校運営全般、教育課程編成上の工夫、授業時数の確保、学校・家庭・地域連携、学校行事の精選、校内指導体制の整備、教職員研修の改善、教師のゆとり、家庭の教育力の回復、管理職(校長、教頭等)の負担、新しい時代の学校の役割等について調査結果の解析を行った。教師については、学校完全週5日制への対応、教育課程の精選・厳選、授業時数の確保、休業土曜日の過ごし方、基礎学力等について調査結果の解析を行った。児童生徒・保護者については、児童と保護者の調査対象を一致させるために児童生徒と保護者に同一の番号を付けて照合できるようにして、休みの土曜日の活用、学校外施設の利用、学校完全5日制移行への変化等について調査結果の解析を行った。3.また、本年度は、学校週5日制で文部省指定を受けた学校(月・1回および月2回実施)に対して、その成果刊行物の収集を行った。上記の2データベースに収録されている文部省指定学校、412実践校と「学校週5日制の事例集」(平成7年文部省に記載されている資料4「社会の変化に対応した新しい学校運営等に関する調査研究協力校」、412実践校から実践報告書528冊の実践研究報告書についての分析を行った。4.新たな知見については、(1)家庭の教育力と同時に課外の活動の工夫(2)教科内容の精選とともに、横断的・総合学習の実践拡大の傾向(3)新しい学力観に基づく児童生徒の自主性を伸ばす指導方法の改善などが得られた。5.本年度は、本年度追加されたデータベースに収録されている実践情報,3地域で行った調査結果、および収集された実践研究報告書を分析し、学校週5日制が当面している教育課題について分析を行い、最終報告書をまとめた。
