项目摘要

We suggested the disaster information systems as the key of emergency management as follows : (1) Disaster information network : Damage information of lifelines and structures is collected by centralized systems, and of non-structural infrastructures such as damaged people, their life and culture is obtained by peripheral systems. Disaster response depends on the collected information. (2) Dispatch and reception systems of disaster information : Raveled information such as progress of recovery process of lifelines and daily life related items has to be delivered to certain residents, local government officers and people who need them. (3) Software of disaster reduction systems : In urban area, we have numerical, scenic and language information and communicate with electronic signals. The software includes the followings : 1) Sharing of information in line and staff sectors, 2) Security systems of information, 3) Diversity and selection of disaster information, 4) Real time imagination in the disaster organization, and 5) Proposal of logistics and related information. (4) Energy, materials and disposals transport systems : The former two respond to artery and the last is vein. In a human body, autonomic nerve systems keep well-balanced condition. In urban area, main framework with roads, railways and waterways are same as their peripherral systems. The total systems have to be automatically controlled. It is pointed out the orientation of the next generation of emergency management systems.
建议将灾害信息系统作为应急管理的重点:(1)灾害信息网络:生命线和建筑物的损坏信息由集中系统收集,非基础设施如受损人员及其生活和文化的损坏信息由外围系统获取。灾难应对取决于收集到的信息。(2)灾害信息的发送和接收系统:将生命线和日常生活相关物品的恢复过程进展情况等拆解信息发送给特定的居民、当地政府官员和需要的人。(3)减灾系统软件:在城市区域,我们拥有数字、风景和语言信息,并通过电子信号进行交流。该软件包括以下几个方面:1)直线和人员部门的信息共享;2)信息安全系统;3)灾害信息的多样性和选择;4)灾害组织的实时想象;5)物流和相关信息的建议。(4)能源、物资和垃圾运输系统:前两者对动脉起反应,后一种对静脉起反应。在人体内,自主神经系统保持良好的平衡状态。在城市地区,公路、铁路和水路的主体框架与其外围系统相同。整个系统必须自动控制。指出了下一代应急管理系统的发展方向。
