项目摘要

本研究では,主に3つのテーマに取り組んだ。第1は,農村空間の商品化のプロセスを読み解く理論的・概念的な手掛かりを得ることであり,具体的に,昨年度に引き続いて,このテーマを農村地理学の枠組みで分析する理論的パースペクティブについて整理し,一般の人々が考える農村を実証的に分析し,それらの結果を刊行した。ここでは,とりわけ,人々の持つ農村像にポスト生産主義的な傾向と,農村神話との関連性が指摘された。第2は,土地利用の変化を手掛かりとした,愛知県の尾張地域における地域レベルでの分析である。ここで,特に過去20年間の変化率に注目すると,農地や森林といった農村的土地利用が10%以上の減少率を示したのに対し,住宅地や商業地,工業用地などの都市的土地利用が急激に増加し,土地市場を通じた土地利用の転換が示唆される。それと同時に,道路,公園・緑地,公共用地・施設の増加率が20〜40%に上り,農村空間の商品化が単純に市場プロセスによるものだけでなく,計画的ないし公的な物理的(建造)環境の整備を常に伴うものであることが指摘できる。このことは,市街化調整区域や農業振興地域などで私的な農地転換を原則として禁止する日本の計画システムと関係して重要である。それゆえ第3は,このような商品化プロセスと,人々を惹き付ける理想的農村像との相互関係について,昨年度に部分的に探求した,田園ツーリズムと結び付いた景観保全と地域レベルでの場所性の構築を具体的に検討することである。つまり,「日本の原風景」を表象する茅葺き屋根民家群,あるいは「情景の丘」と表現される畑地景観は,例えば集落排水事業や生活改善事業,様々な農業支援政策など,補助金型行政とそれによる近代的インフラによって支えられる。農村の土地や景観は,その場所での社会的営為とは切り離され,いわばハイパーリアルな商品として取り引きされる。
