本研究の目的は,自発的な市町村合併・連携の結果が生活圏全体の効率性・厚生を向上させるか否かを検証することである.その目的達成のため,地域間の社会基盤整備競争を明示的に含んだ形で,市町村合併のメカニズムを説明できる地方意思決定モデルを構築し,その均衡(提携,競争,連携など)のパターンの効率性および厚生を分析する.さらに,上位主体(中央政府)による仲介・調整が,合併の効率性・厚生に与える影響について分析し,その必要性を明らかにする.この目的の達成のため,以下の研究を実施した.まず,わが国全体における市町村の連携・合併に関する趨勢を調べるため,市町村における公共サービスの供給に関するデータおよび市町村合併の意思決定に関するデータの収集を行った.特に,合併協議会の結成・解散数という地域連携合併に関する市町村の検討状況について資料収集を行い,モデル分析のための基礎情報を収集した.一方,理論研究として,市町村の意思決定モデルの基本モデルを構築し,合併問題に直面する地方政府の合併の意思決定に関する理論モデルを構築し,合併を行なうことを躊躇する行動を説明した.きらに,上位政府による合併特例債など財政的介入が合併の効率性に与える影響を分析した.このモデル分析により,上位政府が地方に合併に関する信頼できる財政的約束が提供可能か否かが現在の地方による主体的な合併の是非の意思決定の結果が効率的なものとなるか否かに関して決定的に重要となることを示した.
