平成18年度の課題は,パワーが組織に影響を与える経路を明らかにすることであった.そこで,本年度,(1)権限をトップが持つのではなく,ミドルに委譲されなければならない理由について考察し,(2)既存研究の整理を行った.第1の問題に対しては,権限委譲のメリットを明らかにすることで,権限委譲の理由を考察した.分析の結果,権限委譲はリスクの点でメリットがあることが明らかになった,権限の委譲は,相対的にリスクの受容度の高い部下にリスクを負担させるが,集権組織では,リスク受容度の低い部下にリスクを負わせるためである.この分析で重要な仮定は,「賃金制度を自由に設計できたとしても,意思決定が事前にルール化出来ない(例えば,マニュアル化できない)こと」である.この結果を,一橋ゲーム理論ワークショップで,報告を行い,また,日本経済学会で,発表する予定である.第2に,これまでの権限委譲の文献のレビュー論文を執筆中である.論文の中で明らかにしていることのうち,重要なものを挙げると,以下の通りである.(1)権限構造とそれ以外の制度(賃金,情報プロセスなど)の関係を分析することは,組織デザイン上重要であるにもかかわらず,明示的な分析はあまり行われていないこと,(2)これらの分析を可能にするためには,意思決定を事前にルール化出来ないと仮定することが重要であること,この結果は,論文の執筆が終了し次第,投稿する予定である.また,17年に執筆した論文「The Optimality of Power in Organizations」は、一橋大学商学研究科めワーキングペーパーとして、公表するとともに、現在、投稿中である。
