平成19年度は、3年間の研究計画の最終年度である。本年度は、研究計画調書に記入した第三期を対象として研究をおこなった。すなわち、19世紀末から20世紀初頭にかけて、教師教育批判が、師範学校を大学の教育学部へと昇格させる運動がおこった時期を対象に研究を実施した。3年間にわたる本研究の成果として、近代学校成立以前から、教師の質の「低下」が批判され、その批判が、19世紀初頭には師範学校という教師教育機関の設立、19世紀中葉には師範学校のカリキュラム改革および師範学校廃止案、19世紀末には師範学校の大学昇格化の原動力となったことを明らかにした。つまり、すくなくともアメリカでは歴史上、教師への批判や教師教育機関への批判が途絶えた時期が存在しないことが明らかになった。また、それらの批判言説を成立させたのは、教師や生徒の実態というよりもむしろ、政治的混乱や経済的不況、移民の流入や西部開拓などによる文化的要因であった。師範学校等の教師教育機関は、一貫して批判の対象とされたうえ、しかもその批判の内容は時代によって大きく矛盾し一貫性を欠いていた。したがって、常に教育機関としての生き残りをかけて種々の改革に取り組んだが、皮肉なことに、時代によって一貫性を欠いたカリキュラム改革は、師範学校内部の教育の質の向上には総体的にマイナスに作用しており、大学昇格化の妨げとなっていた。日本においても、安易な教師教育批判や、教師教育機関の改革は、長期的にみればかえって教師の質の向上への妨げになることが示唆される。本研究の成果は、AERA,IRAなどの国際学会で発表を認められるなど学術的成果として高く評価された。また、この成果から得られた示唆を日本においても精力的に公表し、新聞各紙や総合誌(岩波書店『世界』など)において、発言をおこなった。有意義な成果をあげることができ、科研費交付に対して深く感謝している。
