第1に、1990年代以降東アジアで国際労働移動が急増した要因として、送出国の労働移動奨励政策、受入国・地域の選別的かつ積極的な労働市場開放政策、およびそれらの政策に伴い就労斡旋業者の越境的ネットワークが拡張したことが大きい(中国とメコン流域を除く)ことを東北アジアと東南アジアを対象に実証的に論じた。第2に、90年代以降労働移動に関する二国間覚書や多国間枠組みが形成されてきたこと、また移住労働者自身やその支援団体も越境的ネットワークを通して政策提言活動を行っていることを実証的に明らかにした。しかし、第3に、移住労働者の規制と保護は、香港が制度的に進んでいるのを除けば、国によって乖離の度合いが大きいことも比較により明らかにした。
