项目摘要

本研究は、昨今の市民参加の広がりの中で、市民の政治システムへの参加が形式的・動員的にならないようにするために、学校外における学習機関において、いかに市民の地域課題、政治課題に対する意識を高め得るかを検証する目的で行なわれた。社会教育研究においても、公民館や各自治体で開設された地域づくり・まちづくりに関する講座などには、大きな関心が払われてきたが、本研究においては、これまでほとんど着目されてこなかった「選挙啓発と社会教育」という視点に着目し、選挙啓発活動の歴史的変遷とその特質、及び、現状の分析を行なった。平成19年度に行なった研究活動は、主に以下の二点である。第一に、戦前から戦後にかけての選挙啓発活動の歴史的変遷過程を明らかにするために、選挙関連雑誌、社会教育関連雑誌、各政策文書を中心に、資料収集を積極的に行なった。資料の解読、分析は途上段階にあるが、戦後、本格的にはじまる選挙啓発活動には、戦前の選挙粛正運動の影響もみられ、社会教育施策、実践とも連動しながら展開してきたことが明らかになった。戦後の選挙啓発活動において、社会教育でも重視されてきた「話し合い活動」が教育方法として重要視されてきたことはそのことを端的に物語っている。この成果については、学会報告を行なったが、今後は、それをもとに、論文化する作業を進めていく予定である。第二に、選挙啓発活動の現状を把握するために、平成18年度終わりから平成19年度はじめにかけて、中部地区8県(愛知、静岡、三重、岐阜、長野、富山、石川、福祉)の全市町村の選挙管理委員会、明るい選挙推進協議会に対して、アンケート調査を実施した。アンケートの回収は終わり(回収率は約60%)、現在、データを集計し、その結果を分析している段階である。分析に際しては、第一の選挙啓発活動の歴史的変遷の分析を通じて明らかになってきた視点も考慮にいれている。平成20年度以降で、学会報告、論文発表等を行なう予定である。
