项目摘要

本年度は戦前期の地方債について研究を進めた。まず、1920～30年代における地方債の起債市場と流通市場について研究をおこなった。この時代には大都市債を中心として地方債の起債額が飛躍的に増大し、それに伴って地方債市場の発展を見ることとなった。この時代の地方債市場についてはこれまでも一定程度の研究がおこなわれているが、決して充分とは言えず、特に流通市場についてはほとんど研究がなされてこなかったと言ってよい。そこで本研究では、当時の地方債市場において、地方自治体の信用力に応じて起債市場における起債利率と流通市場における取引価格にどの程度の格差が存在していたのかについて検証することとした。当初、税収額をその地方自治体の信用力の指標とし、それらと起債利率との間に負の相関関係が、また取引価格との間に正の相関関係が存在していたのか否かを検証した。そこでは必ずしも優位な相関関係を見出すことはできなかったが、その後一人あたり税収額を信用力の指標としたところ、取引価格との間に一定程度の正の相関関係を見出すことができた。また、地方債の対国債スプレッドの推移についても検証し、1920年代には小さかったスプレッドの変動係数が、1930年代には急激に上昇したことを明らかにした。次に、明治末期から昭和戦前期における地方債の制度改革をめぐる議論について検証をおこなった。その結果、地方債引受制度について「官治的」制度か「自治的」制度かという理念的対立が存在していたことが明らかとなり、その結果、「官治的」制度を実施する場合には、地方自治あるいは地方分権の理念との整合性をどのようにして図るかということが現代的な示唆として得られた。

This year, the research on local debt in the early stage has been carried out. From 1920s to 1930s, the local debt market and circulation market were studied. In this era, the city's debt center and the local debt volume have increased by leaps and bounds, accompanied by the development of the local debt market. In this era, the local bond market is not only the market for local bonds, but also the market for local bonds. This study shows that there is a difference between the credit strength of local governments and the credit market of local governments at that time. There is a negative correlation between the initial tax revenue and the local government's credit rating, and there is a positive correlation between the initial tax revenue and the local government's credit rating. The relationship between the two is positive to some extent. In the 1920s, the government debt was small, and in the 1930s, it rose sharply. During the period from the end of Meiji to the beginning of Showa, the reform of local debt system was discussed. As a result, the system of local debt collection is divided into "government-run" system and "autonomous" system. The opposition of ideas exists in the case where the system of "government-run" is implemented.
