Study on the Implementation of Emvironmental Law and policy and the Emvironmental Governance in Local Government of China

我们举办了几次讲习班和座谈会，采访了当地政府官员和研究人员，并调查了中国有关人士的意见。通过本研究，我们从环境法律和政策实施的角度确定了改善环境治理的问题。这个问题包括以经济发展为导向的地方政府领导和过分强调GDP增长。我们还提到了以下问题；环境保护预算赤字，地方政府内部缺乏与其他部门的协调，公众参与不足，缺乏信息自由，地方政府干预法院。我们发现，在中国解决这些问题的尝试只在少数几个地区进行。

We held several workshops and symposiums, interviewed local government officials and researchers, and surveyed the opinions of the persons concerned in China.Through this research we identified the problem of improving environmental governance from the viewpoint of environmental law and policy implementation. This problem includes economic development-oriented local government leaders and excessive emphases on GDP growth. We also mentioned the following issues; deficit of budget for environmental protection, lack of coordination with other departments within local government, insufficient public participation, lack of freedom of information and local government interference with the court. We found that attempts to address these issues in China are only being conducted only in a few regions.
