Research on Ainu Policies during SANKEN IKKYOKU Period(1882-1886), with a Focus on Agriculture

本研究的主题是三建一教时期（1882-1886）都道府县政府的阿伊努政策。研究结论如下：（1）这几年阿伊努人饥饿的原因是鹿的减少和鲑鱼的禁止捕捞，这是Kaitakushi（殖民部）和札幌县政策的结果。(2)札幌县采取的应对饥饿的措施仅仅是促进农业发展。(3)阿伊努人与农业的通信是多种多样的。需要进一步考虑每个区域、各代人和性别的情况。

The theme of this research is Ainu policies by prefectural governments during SANKEN IKKYOKU Period(1882-1886). The conclusions of the research are as follows:(1) The causes of starvation among the Ainu during these years were decrease in deer and prohibition of salmon fishing, which were results of policies by Kaitakushi(Colonial Department) and Sapporo Prefecture.(2) The measure against the starvation taken by Sapporo Prefecture was only agriculture promotion.(3) Correspondences to agriculture by Ainu were various. Further consideration is needed with regard to situation of each region, generations and gender.
