The concept of bio-politics and bio-power that M.Foucault had coined in 1970's proved to become more important after his death in 1984, as the rapid development of biology and medicine have changed radically the quotidian life of people. This study aims to analyze the major characteristics or some political tendencies of the American bioethics under the scope of the two concepts of bio-politics and bio-power. At the beginning, I have intended to research closer for the political connotation of the bioethical problems such as cloning or organ transplantation etc. But unexpectedly, the Fukushima nuclear power plant accident occurred afte the earthquake in March 2011. So I changed the major theme of this study, and tried to analyze the social discourse on the possible harm of radiation damage.And I demonstrate the fact that the Japanese society tends to continue to marginalize the value of health and the life of people so as to prioritize the short-time range economic prosperity.

随着生物学和医学的迅速发展，从根本上改变了人们的日常生活，福柯在1970年提出的生物政治和生物权力的概念在S于1984年去世后变得更加重要。本研究试图在生物政治和生物权力两个概念的范围内，分析美国生命伦理学的主要特征或某些政治倾向。起初，我本打算更深入地研究克隆或器官移植等生物伦理问题的政治内涵。但没想到，福岛核电站事故发生在2011年3月的地震之后。因此，我改变了这项研究的主要主题，试图分析关于辐射损害可能造成的危害的社会话语。我论证了这样一个事实，即日本社会倾向于继续边缘化健康和人的生命的价值，以优先考虑短期内的经济繁荣。
