项目摘要

本研究の目的は、日米における競争的資金の評価の比較を通して、競争的資金の評価の構造的特徴を解明し、それに根ざしたメタ評価枠組を開発することである。本年度は①既存のメタ評価枠組みの理論的検討 : 社会的背景、認識論的基盤、理論の整合性などの検討、②日本・米国の実態調査 : 資金配分母体(学術振興会やNSF等)の公表資料の検討とインタビューを行った。理論的検討の結果は論文「蓋然論理とその評価方法論的検討」(査読中)および発表「競争的資金配分の審査における評価の論理」にまとめた。両者は、研究評価における専門的判断を説明するモデルの構築を扱ったものである。評価研究における基礎理論であり、評価研究における唯一とも言われる科学哲学的基礎を持つ評価論理に関する理論的検討を行っている。上記の国内外の膨大な著作を集める必要が発生し、物品費により多数の文献を購入した。また購入以外にも他大学等から書籍を貸借したり、古い論文を収集した。貸借・収集した文献は電子化し、PC・HDDに保存した。当該年度は、理論的検討を踏まえて、仮説の経験的検証を始めている。しかし、理論的検討の作業があまりにも膨大になってしまった結果、経験的検証はあまり進められなかった。この点が研究実施時計画と比較したときの研究進捗上の大きな問題となってしまった。

The purpose of this study is to clarify the structural characteristics of competitive capital evaluation and to develop the evaluation system. This year, we will conduct a review of the existing theories of research and development: social background, epistemological basis, theoretical integration, and research on Japan and the United States: research on public table data of fund allocation bodies (Academic Promotion Council, NSF, etc.). The result of theoretical investigation is the paper "Investigation of probability logic and evaluation methodology"(under investigation) and the paper "Investigation of competitive capital allocation and evaluation logic". The author of this paper reviews the evaluation of the structure of the project. The fundamental theory of critical research is the foundation of philosophy of science, and the theoretical discussion of critical logic is the only way to conduct critical research. In this paper, the author writes that the collection of works at home and abroad is necessary to produce and purchase most of the articles. Buy books from other universities, etc., borrow books from other universities, collect papers from other universities, etc. Document collection is electronic, PC and HDD preservation When the year is over, the theoretical examination and verification of the theory begins. The work of the theory is to expand the results, and the evidence is to advance. This paper compares the research progress and the implementation time of the project.
