项目摘要

今年度は移民と国籍の問題、移住する「ドイツ系」とそのディアスポラ・ネットワークに注目した。第一次大戦期にはロシア・ドイツ人をドイツへと仲介した「ドイツ帰国移住者のための扶助協会」やロシア・ドイツ人牧師からなる、「ドイツ系」移民自身の手による支援団体などが複数存在した。民間支援団体は移民をドイツへと仲介するのみならず、ドイツ社会に受け入れられるよう、読み書きや文化についての講習、生活相談を行った。さらに最終的に定住するために国籍を取得する際、これらの団体とそのネットワークが重要な役割を担った。本年度の研究成果として、「第一次世界大戦期におけるドイツ国籍取得をめぐる問題」が『年報　地域文化研究』、第21号に掲載された。プロイセンにおけるドイツ系ロシア人の帰化申請書を分析し、ロシアから移住した「ドイツ系」と同じく「ドイツ系」でありながらユダヤ教徒の受け入れを対比、考察した。その結果、第一次大戦中、とりわけ軍内部において反セム主義が高まったが、これがそのまま帰化政策に反映されたと直線的に解釈することはできないことが確認された。実際の帰化申請は、ユダヤ系を排除し、ドイツ系を受け入れるという単純な手続きとはならなかった。帰化が公的に有益である、正当な理由があると当局が判断すればユダヤ系であったとしても、本来、その国籍が父親か夫に付随するとされた女性であったとしても帰化が許可されることがあった。これらの帰化申請は申請者側と国家側のやりとりに留まらなかった。ディアスポラ・ネットワークに関わる団体の支援が重要であるとともに、警察の調査が決定的であったため、噂、偏見、密告が影響を及ぼした。2月28日から3月3日にはウィーンにてウィーン大学・ギーセン大学共同若手研究者のためのワークショップに参加し、若手研究者と学際的交流を図った。ベルリンではプロイセン枢密文書館にて帰化に関する史料収集を行った。
