项目摘要

2020年度は、移民政策に関する理論的検討を基礎とし、これまで集めてきた資料の分析を行った。具体的に実施したのは、以下の４点である。第一に、出移民およびその後続世代に対する送出国からの政策に関して、アイデンティティにかかわる政策、および権利と義務にかかわる政策に大別しながら諸事例の理論的な整理を行い、それを通じて沖縄県で実施されている政策の特徴について明らかにした。第二に、沖縄県庁が実施するウチナーネットワーク構築事業に関するこれまでの参与観察およびインタビューのデータから、当該事業の目的とその背景にある社会の状況を検討した。まずこの事業の背景となる社会状況について、本土復帰後の沖縄社会の状況のみならず当時の日米関係などが強く影響したことを明らかにし、さらに当該事業の目的について、沖縄移民を通じた各移住先社会における「沖縄ファン」の拡張（沖縄ルーツをもたない人々における沖縄への関心の醸成）がはかられていることを明らかにした。この成果については、2020年度移民政策学会冬季大会で報告を行った。第三に、1980年代の沖縄テレビによる世界ウチナーンチュ関連番組放映の経緯に関して、当時のディレクターへのインタビュー記録の分析を行った。当該番組の実施が可能になった背景として、沖縄移民による現地での積極的な協力のみならず通信会社からの協力があり、各アクターの思惑が重なり合うなかで取材が可能となっていたことを明らかにした。第四に、2016年に制定された「世界ウチナーンチュの日」について、この記念日が果たしている機能と、この記念日の発案者が発案するに至った経緯について分析を行った。まず発案に至った経緯について在日南米人のライフストーリーが深くかかわっていることを明らかにしつつ、この記念日が沖縄県内および海外における沖縄移民関連の各種イベントの開催の契機となっていることを整理した。
