项目摘要

従来のマスメディアは、不特定多数に対する一方的な情報提供であり、かつ、運営のために莫大な資金を必要とするため、国民の意見を政府にフィードバックする点で一定の限界があったが、インターネットをはじめとするコンピュータ・ネットワークは双方向性を有するなどこれらの限界を克服する可能性を有している。また、電話など従来の通信手段に比べても様々な点で独自の優位性を持っている。このため、コンピュータ・ネットワークを政治的な活動に利用することは集団の意思形成に要する取引費用を削減し、国民の政治参加への道が大きく拓かれることが期待される。さらに、国民の政治的な意思決定の手段である選挙にもコンピュータ・ネットワークを活用した電子投票システムの導入が考えられる。電子投票システムは、(1)投票所を設けて投票及び開票手続を電子化する方式と、(2)投票所を設けずにネットワークの上で投票を行う方式とに大きく分けられる。(2)ネットワーク上で行う方式には、投票者及び開票者以外の第三者が投票者の本人確認を行うとともに投票の秘密を担保する方式と、当該第三者が本人確認を行い、投票者自身が投票の秘密を担保する方式が考えられる。これらの電子投票システムを実現するためには、投票の秘密を確保することと、選挙が公正に行われたことを担保することが重要な課題である。近年、欧米諸国のみならず日本においても、国や地方の重要な政策の決定に際し国民投票や住民投票を行うケースが増えている。電子投票システムの実現は投票や開票に要する経費や時間を大幅に削減することが期待できるため、国民投票や住民投票を行うことを極めて容易にするものである。しかしながら、このような直接投票の結果は世論操作の影響を受けやすいなどの問題点がかねてから指摘されており、電子投票の場合その傾向がさらに加速されるおそれがあると考えられる。
