项目摘要

本研究は、未だコンセンサスが築かれていない、紛争深刻化回避や紛争後復興のための効果的な援助政策を探るため、経済開発においてその役割が近年より一層注目されている交通関連部門を取り上げ、紛争多発地域における同部門の援助政策の与える影響を解明する。既存研究で厳密な検証のなされてこなかったその影響を検証することは、特に紛争多発地域における持続可能な開発や援助の効率性といった観点から意義のある取り組みである。依然紛争の多く発生するサハラ以南アフリカの広大な地域における道路建設の紛争の深刻化に与える平均的な影響を明らかにする本年度の研究成果は、望ましい開発政策を今後より詳細に明らかにしていく上で重要な基盤として位置づけられる。本年度の研究の具体的な内容は、以下の二点にまとめられる。第一に、因果推論の分析枠組みにおいて、サハラ以南アフリカにおける道路建設が紛争の深刻化に与える平均的な影響を明らかにした。分析のために、同地域の39ヵ国にわたる複数の地理情報データを集め、地理情報をもとに分析可能な形にデータを集約した。構築したデータを用いて回帰分析を行った結果、道路建設は平均的には紛争犠牲者数の低下に寄与するが、政治的支配の弱い地域ではかえって紛争の深刻化に繋がる可能性が示唆された。分析結果の信頼性を高めるため追加分析に取り組み、これらの研究成果をワーキングペーパーにまとめた。第二に、武装集団の意思決定により具体的に迫りつつ追加的な政策的含意を得るため、理論モデルの考案に取り組んだ。これらの研究成果を国内学会で発表し、関連分野を専門とする国内外の経済学または政治学研究者からフィードバックを受けた。

The results of this research are published in the domestic society, and the relevant fields are divided into two parts. The domestic and foreign political science researchers are invited to participate in the research.
