本研究は、阪神・淡路大震災後の「ボランティア・ブーム」は、未曾有の災害を契機とする突発的偶発事ではなく、戦後の日本社会を通低する組織・集団編成原理の(段階的)変容過程の必然的帰結であることを、大規模な聞き取り調査、種々の資料の内容分析を通して明らかにした。調査の対象は、国内では、大阪YMCA、朝日新聞厚生文化事業団、とよなか国際交流協会、西宮市、芦屋市、尼崎市、兵庫県、社会福祉協議会(兵庫県、神戸市)、松下電器、東芝、コープなど、多岐にわたった。また、比較対照のため、国外でも、スイス災害救援センター、バ-ゼル災害救援ユニットなどで聞き取りを実施した。この結果、第1に、社会構造に占めるボランティア団体・NGO団体(以下、ボ団体)の位置に着目して、社会を、以下の5つの類型化しうることを見いだした。すなわち、(1)行政、企業という2大セクターが社会の中核を占め、ボ団体は周縁にとどまる「周縁型」の社会、(2)ボ団体が、2大セクターの機能を補完する「補完型」、(3)ボ団体が、独立したセクターとなる「第3セクター型」、(4)既存社会セクターの(一時的)機能麻痺により、言わば、う社会全域がボランティア化する「溶融型」、(5)ボ団体が相互に、また2大セクターに属する組織・集団と緩やかに連結した「連結型」、である。第2に、上記の枠組みに依拠して、以下のことを明らかにした。すなわち、戦後50年を経て、被災直前には、「周縁型」から「補完型」へと移行していたと考えられる日本社会(被災地)は、震災直後から、一時的に「溶融型」を体験した。現在、ボランティアに関わる種々の論点は、結局のところ、今後の日本のボランティアを、われわれが提起する「第3セクター型(民中心)」「補完型(産官中心)」「連結型(相互連動)」のいずれとして構想するか、に帰着する。
