(1) 1990年代初頭以降,日本の雇用システムは,バブル崩壊後の不況と経済の急速な国際化のもとで,大きな変更圧力を受けてきた.雇用システムを構成する諸要因のうち,長期雇用慣行と年功的賃金構造に関しては,それが変化してきたのか否か,今後どのように変容しうるのかに関する数量的分析と将来展望が精力的に行われている.だが,これに対して,雇用システムのいまひとつの構成要素である労使関係については,数量的に分析されることはほとんどなかったといってよい.こうした状況をもたらした原因の一端は,労働省「賃金構造基本統計調査報告」の調査票に労働組合やその他の人事制度の有無に関する質問がないというデータ側の事情にある.(2) こうした状況を踏まえて,本研究では,労働省「賃金構造基本統計調査報告」と,労働組合などの有無を識別するその他の統計調査,すなわち「賃金労働時間制度等総合調査報告」と「労使コミュニケーション調査報告」を個票レベルでマッチングさせ,労働組合やその他の制度が賃金水準や賃金構造に対して及ぼす効果を分析することを試みた.(3) まず,「賃金労働時間制度等総合調査報告」とのマッチング・データの分析は次のことを明らかにしている.第1に,職能資格制度の有無別,および基本給に占める職能給比率段階別賃金関数の推定結果によれば,男性の場合には,職能資格制度の有無や職能給比率よりも組合の有無のほうが賃金構造に与える影響が大きい.第2に,これに対して,女性の場合には,職能資格制度の有無や職能給比率の相違が勤続の効果を高めるという結果になっている.次に,「労使コミュニケーション調査報告」とのマッチング・データの分析は次のことを明らかにしている.第1に,労働組合のない企業でも,社員会などの従業員組織が存在しており,賃金や福利厚生以外の経営事項を中心に労働者の発言を促している.第2に,従業員組織があると労働組合のニーズを減少させる.
