A planning system for emergency transportation in case of large-scale urban disasters

在坂神淡路大地震中，各地的救援物资和救援队被送往灾区。然而，严重的交通堵塞阻碍了这些救援活动。由于紧急情况下的交通问题很明显是至关重要的，因此对交通措施进行了审查。在研究过程中发现，混乱的原因是救灾计划的缺陷，而不是通过交通规则等灾区临时的对应来解决。因此，为了研究考虑到与防灾计划的关系的交通措施，我们开发了城市活动模拟系统，其不仅可以模拟交通措施，还可以模拟其他具有减少人员出行和货物运输效果的措施，本研究的主要内容如下：1.城市防灾活动的把握; 2.区域防灾规划的现状与问题; 3.区域防灾规划系统的开发。区域防灾计划的评价4.城市活动系统的应用和测量5.区域防灾计划的建议6.结论

In the Hanshin-Awaji Earthquake, relief goods and rescue parties were sent from everywhere to the stricken area. However, the heavy traffic congestion was an obstacle to these rescue activities. As it became clear that traffic problems in an emergency were critical, traffic measures have been examined. In the process of these examinations, it became clear that the confusion was caused by defects in plans for the disaster relief, and that it could not be resolved by temporary correspondences in the stricken area, such as traffic regulations.Therefore, in this study, in order to examine the traffic measures considering the relationship to disaster prevention plans, we developed an urban activity simulation system, which can simulate not only traffic measures but also other measures, which have the effects to decrease person trip and goods transport, such as an arrangement of the food reserve.The contents of this study are shown below.1.Grasp of the urban activities in case of disasters2.Present situation and problems of regional disaster prevention plans3.Development of the system for the appraisal of regional disaster prevention plans4.Application of the system and measurement of urban activities5.Proposal for regional disaster prevention plans6.Conclusions
