A Study on reconstruction of accountability system of local educational authority in France

《财政组织法》(2001)颁布后，以提高绩效为目标的教务管理改革更加注重目标管理和结果管理。本研究将这项改革明确为一种新的问责制度，并认为1)地方教育当局与学校之间形成新的“目标契约”，2)关注各学校教师的专业化和共事建设，是发展问责和学生表现的关键因素。

rench educational administration reforms aiming at performance improvement have towards increased emphasis on the target and result management after "Organization law of finances"(2001). This study makes clear this reforms as an new accountability system, and identifies that 1)new forms "objective contract" between local educational authority and schools, and 2)the focus on the professionalization and the construct of collegiality of teachers in every school, are the key factors to develop both the accountability and the student performances.
