项目摘要

2022年度は、地方政府の合併と選好の異質性に関する理論研究の改訂を行い、合併と人口成長に関する理論と実証分析を行った。第1に、地方政府の合併に関する理論研究を公共経済学分野で定評のある国際査読雑誌に投稿し、現在2回目の改訂中である。地方財政における分権化定理によると、地域間の公共財選好における異質性が大きい時には、公共財供給は分権化された地方政府によって行われるのが望ましい。しかし、私の研究では、選好の異質性が大きくなったとき、集権化された政府によって公共財が供給された方が社会的厚生が大きくなるケースが存在することが示された。公共財のスピルオーバーが大きく、地域間の選好の異質性が小さい時には、元々選好が高い地域の選好が高まると集権化された政府のもとで社会的厚生が高くなるケースがあることがわかった。第2に、合併が人口成長に与える影響を理論と実証の両面から分析した。理論面では、地域の社会的厚生の違いによって合併後に人口移動が生じるモデルを開発し、合併後の中心地、周辺地域、合併しなかった市町村を区別した上で、合併後の人口移動の様相について検討した。分析の結果、合併後市町村の人口および平均所得が大きいほど、合併後に未合併市町村に居住することのメリットが小さくなることなどが明らかとなった。一方、実証分析では、約180万サンプルから成る、日本の国勢調査における市町村レベルの1対1人口移動データを用いて、理論から導かれた仮説およびどのような特徴を持つ市町村で人口が成長しているのかを検証した。分析の結果、合併した地域では人口が増加していること、純人口流入と人口流入および人口流出では説明変数の影響が大きく異なることなどが明らかとなった。この研究は、既に同志社大学、一橋大学のワークショップで発表しており、夏には世界最大の財政学に関する学会である国際財政学会（IIPF）でも報告予定である。

The study was published by the International Institute of Finance (IIPF), the world's largest finance association, at the University of Lesbian Studies and Hitotsubashi University.
