Development of an application-oriented tool for economical development to support companies in site and development planning in metropolitan regions ("TransferMetroPlant")

Facility site planning is an essential strategic planning task for companies. The site selection influences a company’s orientation and competitiveness significantly. At the same time, municipalities within regions compete with each other in order to attract and maintain successful companies at sites. In this context, municipalities aim to create ideal conditions for companies by continuously developing them over time. Companies also have opportunities to develop sites according to their own requirements by realizing suitable measures. However, the development of sites over time is not taken into account by existing approaches in site planning. For this reason, an integrated planning approach was developed as part of the previous project "MetroPlant" in order to support companies in the evaluation, selection and development of sites. In this context, further research needs were identified, which is why the further development of the planning approach appears necessary from the point of view of the research partners, municipalities and companies. The identified research needs are threefold. First, companies are often not in a position to evaluate sites on a reliable basis, because a data are missed. Secondly, municipalities often do not know the individual requirements of companies across the entire region. Thirdly, decisions on regional site development between companies and municipalities are usually not transparent and interrelated. In summary, municipalities lack an application-oriented planning tool for the systematic and area-wide evaluation of location structures within regions. With such a tool, it would be possible from a municipal perspective to plan suitable measures for the development of site structures in a target-oriented manner, taking into account individual requirements of companies. In addition, there is the potential to create beneficial transparency between companies and municipalities in regional site decisions and developments. Therefore, the aim of the transfer project is to further develop the planning approach developed in “MetroPlant” into an application-oriented planning tool for economical development. The application-oriented planning tool is to be applied exemplarily to the economic region of Hannover.
