1990年代前半、わが国では円高の影響による産業の空洞化が問題になった。産業の空洞化は技術の空洞化と密接に関連しており、国内での研究開発は平成不況の影響や企業の海外生産の加速化によって勢いが減衰している。本研究では、ミクロデータにもとづき、海外投資に積極的な電機産業や自動車産業を中心に、企業の国内・海外活動の相互関連を明らかにすることを目的としている。平成8年度の研究は海外生産比率を中心に分析し、産業別データと企業別データから得られる結果の比較をした。海外生産比率の産業別データは通商産業省「我が国企業の海外事業活動動向調査」から、企業別データは東洋経済新報社「海外進出企業総覧」から作成した。ただし、企業別データは信頼性の薄いものになった。海外生産比率を為替レートで説明し、その弾力性を求めた。そのさい、産業別データでは通常の回帰分析を、企業別データではパネル分析を用いた。弾力性の推定値として、産業別データと企業別データにおいて近い値を得た。ただし、説明力という点で両データに大きな差が出た。企業別データの説明力は小さく、それを集計した産業別データの説明力は大きかった。これから想定されることは、企業固有の要因があり、産業で集計するとその要因が一定値に近くなり、定数項に吸収されてしまうということである。この企業固有の要因を知るためには、きちんとしたミクロデータが必要であることが分かった。さらに主要電機企業7社について、有価証券報告書および工業統計表を用いて、地域別に産業空洞化が起きているか検討した。そこから、現在課題となっている「新規産業分野の創出」による空洞化対策が有効であるかについて、一定の示唆を得ることができた。
