日本鉄道建設公団による昭和39年から46年の調査, 46年から63年の建設の実態を分析した. 調査方法は主として公団職員との聞取調査と公表資料の参照によっている. 分析より明らかになった点は次の通りである. (1)国鉄札幌工事局青函トンネル調査事務所は公団札幌支社青函トンネル事務所として引き継がれた. 調査業務は公団の直轄で実施されることになり, 国鉄時代の直轄部隊の臨時職員も移転されることになった. 45年までに北海道側・本州側の斜坑の掘削は完了し, 先進導坑の掘削も開始された. 公団はこれらの掘削を通じて, 海底トンネル建設の技術的見通しを確立した. (2)46年に青函建設局が発足し, 本坑と作業坑の掘削が発注された. 最難関の吉岡・竜飛の海底坑区に関しては, 3社の共同企業体による請負契約方式が採用された. (3)注入公工法, 先進ボーリング, 吹付コンクリートの3工法が我が国では初めて導入・開発された. 開発成功の原因として, i)最初の着想・方針が適切であったこと, ii)失敗の連続に屈しなかったこと, iii)固定観念にとらわれなかったこと等が挙げられる. (4)掘削は次のような工程の営々たる積み重ねであった. まず先進ボーリングを行い, 軟弱な地層を水ガラス等で固め, 1.2m程毎に発破で崩し, 支柱を立て, コンクリートを分厚く吹き付けて壊れないようにする. 50年以降, この工程を定量的に管理し掘削の進行を早めるこめの独創的な工程管理システムが開発・適用された. さらに, (5)公団総裁を中心として国会・大蔵省等の外部関連他者に対して毎年の工事予算を獲得するための働きかけが精力的に行われた. こうした公団の24年間にわたるマネジメントが世紀の海底トンネルの建設を可能にしたのである.
