公益事業の規制緩和とその影響についての研究は、理論的な研究を実証的な研究とその文献調査と実態調とで行った。理論的研究としては、公益事業に対する規制を(1)価格についての規制(2)事業範囲すなわち経営多角化に対する規制の二つの側面にわけて考察した。公益事業においても価格の規制をすることは、理論的には資源の最適配分を阻害し、地域独占と重なって、独占価格となっており、この規制制をはずすことは,むしろ最適な状況をつくり出す。価格規制の目的は安価な公益サ-ビスの提供にあるが,規制をはずし自由にすることが、むしろより安価な供診を確保することになることが明らかにされている。これは技術進歩で,電力,ガス,石油系エネルギ-間で競争が存在する修件を等入すると,産業ごとの価格規制は独占形成以外の何ものでもないことが示されるからである。経営多角化の問題については、理論的には内部相互扶助で,公正な競爭條件が歪められるという問題である。しかし、多角化戦略部門間で,相互扶助が行われても,公益事業部門の価格形成と供診確保は適正に行われることが,一定の條件下では起ることがわかった。実証的研究は、本年は、この経営多角化の問題にしばり、日本の鉄道会社の経営状況を多角化状況とを調査し、多角化の内容と程度が経営成果に影響を与えているか,また,多角化が公益事業部門の価格形成など経営状態にどのような影響を与えているかを調査した。この調査では、経営多角化に成功している税送会社ほど税送部門での経営状態も良いとの経果となっている。
