情報管理についての社会的関心が高まり、企業にとって情報漏洩防止対策などの情報セキュリティ対策が重要になってきている。しかし、多くの企業では、業務効率化のための業務改革と情報セキュリティ管理の向上のための改革が別個のプロジェクトとして行われ、情報セキュリティ強化か業務効率向上かで全体の整合性が取れていないという実例が存在している。本研究では、業務プロセス全体の視点で重要情報の流れを整理した上で、業務の効率化とセキュリティを考えることで、業務プロセス品質向上(業務プロセスの効率化と情報セキュリティレベルの向上)を実現するための手法やそのための組織運営についての調査・分析を行った。欧米を含む業務プロセス効率化と情報セキュリティ管理向上の両立に関する研究の最新動向の調査、日本企業における業務改革と情報セキュリティ管理の取り組みと問題点に関する現状調査(アンケート調査によるマクロ的な現状調査、個別企業の継続的インタビューによる深堀調査)を行い、業務効率の向上と情報セキュリティ向上の両方を考慮した業務プロセスのモデリング手法のインプットとすることを想定した。19年度は、18年度に実施した文献調査、プレサーベイインタビューの結果をもと構築した仮説(国内の企業を対象に、組織的関係での現状と、バランストスコアカードやプログラムマネジメントといった組織調整のしくみが全体的観点で業務品質の向上にどのように影響しているのかについての仮説)に基づいてアンケートを実施(アンケートの設計、アンケート票の印刷・送付・回収、アンケート結果の集計・回答者への集計結果の送付)した。その結果から業務品質の向上に関する取り組み度合い(取り組んでいる内容、範囲等)と効果の認識の傾向の大枠を把握し、いくつかの企業に対して深堀インタビューを行った。今後は、アンケートデータの詳細な分析をい、成果を公表していく予定である。
