本研究の目的は、BSEやGMO(遺伝子組み換え食品)をはじめとする「食の安全」に関する規制政策に各国(地域)はどのように取り組み、またそれらの政策がどのような論理で形成されたのか政治学の立場から明らかにすることである。本年度は、消費者運動がいかに食の安全政策に影響力を与えているかについて、EUとの比較を視野に入れつつ、主として日本の国内レベルの分析を行った。日本では、国政レベルと地方レベルの規制政策に相違がみられる。地方レベルでは、独自の条例やガイドラインが作られ、消費者寄りの厳格な規制が実現したとされる一方、国政レベルでの規制は生産者寄りの緩やかなものである。なぜそのような結果が生じているのかについて、GMO(遺伝子組換え食品)をめぐる消費者運動に焦点をあてて考察した。GMOに関して厳格な規制を創設した北海道、岩手県、千葉県、新潟県、滋賀県、徳島県等の地方自治体の規制内容について調査するとともに、それらの自治体の政策と消費者運動との関わりについて調査した。当初は国政レベルでは生産者(流通業者含む)重視、地方レベルでは消費者重視の政策が採用されていると予測していたが、現実には双方のレベルにおいて生産者や業界に有利な政策となっていることが判明した。一見「消費者寄り」に見える政策が地方レベルで存在しえているのは、それが農産物の風評被害を恐れる生産者の利益と一致しているからである。食の安全を求める消費者運動は、実際には地元の農家や生協、食品流通団体などの「生産者」と強く結びついて展開され、そのアウトプットである政策は生産者の利益を代弁するものであった。これまで日本の市民運動は国政レベルにおいて弱く、地方レベルでは一定の影響力が認められると指摘されてきたが、この成果は先行研究の結論に一石を投じるものと言える。
