项目摘要

日本の航空・空港政策には改善すべき点が多い。まず, 航空の自由化は経済学的にも望ましいことが証明された。なぜなら, 二国間協定よりも多国間協定の方が経済厚生は大きくなり, 低費用航空会社の参入も経済厚生を改善するからである。そして, 規制の強化ではなく, 市場を通じた航空会社の安全性の向上も可能である。また, 空港政策については必ずしも所有・運営に民間の参入が望ましいとはいえない。同時に, 格付けのあるレベニュー・ボンドには空港の運営規律を維持する作用があることも明らかになった。
