本研究は「チームとしての学校」や「令和の日本型学校教育」の理念として提唱されている、多様な専門性が協働する学校の在り方について、教育以外の専門性を有する教員を活用している実践事例を考察することで前述の理念を実現するために有用な知見を得ることを目的としている。教育以外の専門性の活用に関しては、専ら教員の負担軽減の趣旨から外部人材に教育以外の専門性を委ねて「外部化」する政策が推進されているが、専門性を「内部化」する動きも政策上で示されており、2022年12月に発表された中央教育審議会答申「『令和の日本型学校教育』を担う教師の養成・採用・研修等の在り方について～「新たな教師の学びの姿」の実現と、多様な専門性を有する質の高い教職員集団の形成～」では、教師として勤務する民間企業等の勤務経験者の増加による教職員集団の多様性の向上や、特定分野に強みや専門性を持った教師の養成・採用・研修の必要性が示されている。本研究はまさに同答申を先取りした内容になっており、かつ同答申が掲げる政策を裏付けるエビデンスを示す使命を負っていると言える。本研究は国家資格等を有する教職員、社会人経験者、特別免許状授与者等の教員を調査対象としており、現在は看護師免許を有する養護教諭、臨床心理士資格を有する教員、社会人経験のある教員を重点的に調査している。また、衛生委員会やいじめ・生徒指導に関する校務活動を調査することで、内部人材と外部人材の専門性がどのように連携しているかも調査対象としている。また、研究者自身も弁護士資格を有する教員としての経験があり、学校法務の専門性を有する教員を分析対象としている点も重要である。本研究は「多様な専門性を有する質の高い教職員集団」が子どもへ与える影響について知見を示すことを目指している。
