本研究の目的は、小学校において安全管理・防災教育を担うことができる教員養成のための標準プログラムの提案であり、具体的には、同プログラムに関して、①教育理念と目的の整理、②教育手法の開発、③評価方法の開発、④効果の検証に取り組むことである。本年度は、プログラム開発にあたり、第一に2021年度に整理した①教育理念と目的に基づき、②教育手法の開発として、試行科目「特別研究」を2022年度秋学期に教育学部に新設し、シラバスに基づき実践した。当該科目の特長のひとつである出前授業については、近隣小学校の協力を得て、学生が教材開発を行い、4年生全員を対象に授業を実施した。内容は、阪神・淡路大震災や東日本大震災の教訓についてまとめた授業スライドの説明と、学生らが制作した防災クイズ動画2種を用いたもので、「ひとりで過ごす時間帯における児童の地震防災上の課題」に着目し、「状況に応じて正解が変化する防災教育教材の作成」と「動画の活用やオンラインアンケートの実施」を行った。同科目は、防災教育の実践以外にも避難訓練の企画運営など学校安全管理の内容を含んでおり、研究チームによる定期研究会において、テキストの開発を目的に目次案と執筆分担を決定した。第二に②教育手法の開発と③評価方法の開発のため、淡路島3市の小学校を対象に、学校現場のニーズと課題について質問紙調査を実施した。また、気象災害や多様化する児童や国際化を視野に、「特別研究」履修者のうち2名が現地の学生とともにマレーシアで実践する防災出前授業についても調査・観察を行った。以上の理論ならびに実践研究により、①②③については一定の成果があげられている。④については、履修者の授業成果物やコメントならびに受入れ先からのフィードバックに基づき、本プログラムに適した評価ルーブリックの検討と、学校現場における有効性の調査を進めている。（796字）
