The purpose of this study is to develop an "Internet Based Education System for Enhancement of Information Creation Ability". At first, we investigated the students' needs and their experiences in computer use in our class. Next, we designed an "Internet Based Education system" in which we set up the exclusive webpage and bulletin board system. Using this system the students were asked to create their web pages. Finally, the effect of the system was examined based on the result of a questionnaire given to the students.Main results obtained from this study are as follows.(1) When the class starts, the students' needs don't necessarily correspond with the aim of the class. So, it's necessary for teacher to explain the aim of the class in detail.(2) As the learning result, a lot of web pages were made by the students. To evaluate and improve them, we developed a "Web-Based Mutual Evaluation System", which is a sub system of the "Internet Based Education System", and used it for improvement of the students' work by student's mutual evaluation.(3) From the result of the questionnaire, we found that the system was very effective because mutual evaluation information was newly and immediately gained. The students were satisfied with the class.

本研究旨在开发一个“提升资讯创造能力之网路教学系统”。首先，我们调查了学生的需求和他们在我们班使用计算机的经验。其次，我们设计了一个“基于网络的教育系统”，其中我们建立了专属的网页和公告板系统。使用这个系统，学生们被要求创建他们的网页。最后，通过对学生的问卷调查，验证了该系统的有效性。(1)在课堂教学中，学生的需求与课堂教学的目的并不一定一致。因此，教师有必要详细说明课堂的目的。(2)作为学习的成果，学生们制作了大量的网页。为了评价和改进这些工作，我们开发了“网络教学系统”的一个子系统--“网络互评系统”，通过学生的互评来改进学生的工作。(3)从问卷调查的结果来看，该系统是非常有效的，因为相互评价信息是新的和即时获得的。学生们对这堂课很满意。
