2016年4月に発災した熊本地震から約7年が経過し、被災者の生活再建がほぼ終了したため、熊本県内の2つの自治体に残されていた応急仮設住宅は2022年度中に閉鎖された。応急仮設住宅の入居者や在宅被災者への相談支援や見守りなどを担う地域支え合いセンターの活動も、ほぼ全ての自治体で終了したが、A村では活動を継続し、地域共生社会の実現に向けた重層的支援体制整備事業の移行準備事業に発展的に取り組んでいる。本年度は、A村における被災者の災害公営住宅移行までの地域支え合いセンターの活動を、地域のつながりを軸とした被災者支援に着目してまとめた。被災者は、困難を抱えた一元的な存在として認識されがちだが、地域のつながりを軸にすると、①震災後も地域のつながりがある被災者、②震災で地域とのつながりが希薄になったり喪失したりした被災者、③震災前から地域のつながりが希薄であったり周辺化されていた被災者、の3つの類型に分けられた。地域支え合いセンターの生活支援相談員は、そのような被災者を日常生活の継続的な見守りや支援によって関係機関につなげることで、地域の一員として生きられるよう支えていた。次年度は、社会福祉協議会や民生委員などを対象とした追加調査を実施し、災害公営住宅移行後の高齢者支援などについて考察を行う予定である。
