学会・研究会・集中講義等を利用して、言語学専攻・専修を有する大学の教員および学生(学部生、大学院生)に対して聞き取り調査を行った。また国際会議に来日した海外の研究者から、海外(主に欧米)の主要大学における言語学プログラムに関して情報を得た。これらの調査の結果、海外の大学と比較した場合に、日本国内の言語学プログラムについて次のような状況が浮かび上がった。1.多くの大学において、大学院重点化の結果、学部生向けの授業や研究指導から大学院生向けの授業・研究指導にカリキュラムの重心が移り、10年前に比べると学部生用のプログラムの比重が小さくなっている。とりわけ、学部生向けの授業が減少し、大学院生向けの授業と合同になっているところが多い。この結果、学部レベルの教育が不十分であると認識している教員が多い。2.その一方で、大学院の教育が充実しているかというとそういうわけでもない。10年、20年前に比べ、大学院生の数が倍増しており、研究指導にかかる時間が倍増しているものの、大学院生一人ずつの研究指導という意味では、以前より充実しているとは言えない。また、合同の大学院演習や研究発表会に予想以上の時間をとられているという教員も多いようである。3.大学全体の予算削減や、学長や学部長レベルの政策的経費が増えていること等の影響で、講座や教員に対する研究費が削減されてきており、研究図書費が大幅に減少している。大学院生が研究遂行のために必要とする研究図書費用や実験費用を教員の科研費でカバーしているところも少なくない。
