「介護予防の対象」と位置づけられている閉じこもり高齢者に、新たに「災害弱者」としての視点を加え、高齢者と地域のつながりの実態把握から災害対策を見据えた社会的支援のあり方について検討した。その結果、多くは日常と緊急時で機能している社会的支援が異なっていることが示された。今後は、高齢者がこれまで築いている住まいを中心とした親密な近隣関係を前提に、日頃の生活の中でいつでも必要な支援が受けられる仕組みを作っていくことが有効と考える。
